 The CEC Meeting held on 30^th August  2011, and  after examining the facts of the case of manhandling of the Office Bearers of the Association  of DIV III Varanasi  it was decided to have   agitation  programme in connection with the incidents  of suspension  at BEC DIV III Varanasi with immediate effect from 1/9/2011 till the demands of the   CEC are met out The demands are

a)      Revocation of  suspension orders of Com Yashwant Singh Chairman  and Com Lal Chand Shukla General Secretary of  Division III Varanasi  

b)      Suspension of Shri Nand  Kishore Rawath AAO ,Shri S.N Singh AEE and Executive Engineer Shri M.S.Rathore

c)      Holding of impartial inquiry into the matter.

The facts of the case are

  Com  Yashwant Singh Chairman  and Com Lal Chand Shukla General Secretary of  Division III Varanasi   went to Executive Engineer’s chamber  at  Executive Engineer’s invitation on 18/8/2011 at 1.15 pm to discuss  the pending bills like Medical, Tuition, Washing allowance, Transport Allowance, FEA, TA and   etc. of Employees of DIV III  Varanasi  which are long awaited , In some cases the same are pending for more than four years . The matter was also discussed  in the  5^th Regional Council meeting held  on 9/8/2011.  In which the Regional Director CGWB NR Lucknow directed the concerned to pass the pending bills immediately and minutes of the meeting of the  said  Regional Council was sent by FAX to Executive Engineer on   18/8/2011 at around 12 noon  for implementation . .  

 Instead of taking action on the pending bills the Officers concerned manhandled the Association office bearers without any provocation. Where they approached for payment   

 The emergency CEC Meeting held on 30/8/2011of AICGWBEA strongly condemned the manhandling of Association Office Bearers at Division III Varanasi by Officers and demanded immediate Revocation of   suspension orders issued to  Com Yashwant Singh Chairman  and Com Lal Chand Shukla General Secretary of  Division III Varanasi respectively  

The CEC meeting also  taken a note of  that Violation of Transfer norms  taking place since  a year which should be stopped forthwith.

 All BEC’s are directed to hold protest action against this manhandling by holding General Body/Gate  meetings from  1^st September   2011 and pass resolution   demanding revocation of   suspension orders issued to  Com Yashwant Singh Chairman  and Com Lal Chand Shukla General Secretary of  Division III Varanasi & abolish the Violation of Transfer norms

     The  resolution should be addressed to Chairman CGWB and the Copy of the resolution should  be sent to The Director (Admn)  CGWB CHQ Faridabad.,  with an endorsement to The Secretary General AICGWBEA and Organizing Secretary AICGWBEA   camp Bangalore  further endorsements to the dignitaries which marked the copies for information. Now its the time to show our unity Workers Unity Zindabad 

            The Secretary General AICGWBEA has wrote a letter to the Chairman, CGWB on these issues and enclosed therewith the agitational programme. The same is also being circulated and you are advised to follow the programme schedule circulated by the Secretary General  strictly Daily reports regarding agitational programme should be sent  to the undersigned and all concerned

The text of Resolution and covering letter needs to be addressed to the Chairman, CGWB is enclosed .

The General Body meeting of Employees of Branch Executive Committee                                held on 1/9/2011 has unanimously resolved to strongly condemn the manhandling of Association Office Bearers ie. Com. Yashwant Singh Chairman  and Com. Lal Chand Shukla General Secretary  of  Division III Varanasi  by Shri Nand  Kishore Rawath AAO ,Shri S.N Singh AEE and Executive Engineer Shri M.S.Rathore,.

It is also unanimously resolved to  demand forthwith withdrawal of suspension orders fore with issued to Com Yashwant Singh Chairman  and Com Lal Chand Shukla General Secretary of  Division III Varanasi. 

It is also demanded that an impartial inquiry should be held  and punish the culprits  

The house also resolved to demand canceling the transfer orders issued in violation of transfer norms.
