Sub:      INTENSIVE STRIKE PROGRAMME ON 12^TH & 13^TH FEBRUARY, 2014.

Comrade,

The Confederation of Central Government Employees & Workers, after having series of deliberations announced the two days strike on 12^th & 13^th February, 2014 in its extended National Executive meeting on 10.01.2014 after the day-long dharana conducted at Jantar Mantar, New Delhi a day earlier i.e. on 09.01.2014.

In the meeting of Extended National Executive of Confederation, all most all the affiliated organizations, COCs from different parts of the Nation has expressed the very need of strike at this juncture where the Government rejected merger of DA, grant of interim relief and accepting the GDS as Government Civil servants for all the purposes in 7^th CPC and many other demands from 15 charter submitted by the Confederation.  The pay anamolies of V & VIth CPC has not been resolved.  16 Arbitation Awards were not been implemented but PFRDA bill has been passed in the Parliament which may result to the retired employees also be kept away from pension.  In otherside, the inflation is rising beyond anybodies expectation.  The Government is bent upon to outsourcing and privatization of Govt. services which proved inefficient in many sectors expect filling up the pockets of private agents/contractors.

Now the scheme of joint consultative machinery and compulsory arbitration has become defunct and proved failure.  There by no negotiating forum is available effectively to the Central Govt. Employees as a whole except agitational paths as was in practice prior to 1960. Therefore, all the employees of Central Government are distressed with the system of approach of Central Government and forwarding march towards agitational programmes.  Hence all most all the major organizations including AICGWBEA served two days strike notice to their Heads of Departments.

In view of what stated above, all the General Secretaries of AICGWBEA are requested to lead the employees towards successful strike on 12^th & 13^th February, 2014 and serve the strike notice to all the Heads of the Office in the lines of Secretary General, if not already served.  The reports of strike actions initiated should also be endorsed to concerned day to day invariably.
