· Sub: Officers who were due to get heir annual increment between February to June during 2006 – Grant of additional increment as one time measure- Request for sanction and drawal of arrears – Reg.
Kind reference is invited to the Ministry of Finance, Department of Expenditure O.M.No.10/02/2011- E.III/A dated 19th March, 2012 wherein all the central government employees who were due to get their annual increment between February to June during 2006 were granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and there after next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008 (Copy enclosed for ready reference).
I wish to submit that my increment in pre revised pay scale was on __________ and hence, in terms of the above Office Memorandum, I am eligible for one additional increment in pre-revised pay scale as a one time measure and also eligible for next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008.
In view of above submission, I request that one additional increment may kindly be granted and my pay may please be fixed as stipulated in above O.M. and that the arrears of pay and allowance may kindly be drawn and paid to me at an early date.

65% DA is it Correct ?


The Government has approved 65 % DA, is the price raise and DA corresponding to each other, should we get more DA this questions are being asked.

a) All India Consumer Price Index numbers. AICPIN has been published by Labour Bureau in every month , and an attached office of the Ministry of Labour & Employment... for the base year 2001=100 for Jan 06 the base index is 119 points and the whole sale prices have risen to 197 points as on 1/1/2012, hence difference is 78 points (http://labourbureau.nic.in/indnum.html)

b) According to Associated Chambers of Commerce of India (Assocham) the prices of essential commodities have risen by 85 % from 1.1.2006 to 1.1.2012, Hence DA should have been 85%.

c) Above According to Office of the Economic advisor to Government of India, Ministry of Commerce vide their web site (http://eaindustry.nic.in/wpi_data_display/display_data.asp ) Hence the Government in its own web site has admitted that whole sale prices of essential commodities have increased by over 70%. for 4 years. from 2006 to 2010 

The retail prices from past 6 years have gone up by 170 %

The due DA should have been over 85%. instead of just 65% announced.

DA 7%

The Union Cabinet  gave its approval to release an additional installment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2012 representing an increase of 7% over the existing rate of 58% of the Basic Pay/Pension, to compensate for price rise.   orders will be issued in April first week.

Com K,S.Madhusudhan  Secretary General has been transferred  from Bangalore to CHQ Faridabad officially, CEC thanks  one and all for this. We hope with his transfer better  cordial  relationship prevails with Official side and Staff side &  the employees problems will be taken up at CHQ .

Drivers Pay Fixation

Pay fixation of Drivers who have been placed in the Driver (Grade-I) directly instead on fixing their pay in Driver Grade -II and then Driver Grade -I

The DOPT has issued clarification that their pay should be re fixed (as done earlier and orders with drawn later ) fixing their pay in Driver Grade -II and then Driver Grade -I This order will benefit nearly 40 retired Drivers who retired in 2005 to 2007

This is an achievement of AICGWBEA.

Payment of compensation in case of accidents

The MOWR has clarified that with regarding payment of compensations to the victims of road accident involving the Motor vehicle by the Government. The claim on casualty by the other party and expenses of court etc can be borne by CGWB not by Driver. letter issued on 13 mar 2012 by CHQ to all head of office.

RESOLUTION

It is announced for general information that during the year 2011-2012, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8% (Eight per cent) for the period from 1.4.2011 to 30.11.2011 and 8.6% (eight point six percent) with effect from 1.12.2011.

The funds concerned are:—


1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

2. Ordered that the Resolution be published in Gazette of India.

DA as on 1.1.2012

DA from Jan 2012 – Cabinet will decide in the next meeting which is held on 22.03.2012, DA from 1.1.2012 may increase 7% form the existing rate is expected , The DA orders is likely to be issued by first week of April 2012
