TWO DAYS DHARNA OF
CENTRAL GROUND WATER BOARD EMPLOYEES AT BHUJAL BHAWAN,
FARIDABAD CONCLUDED SUCCESSFULLY

The Branch Executive Committee, Div.II, Ambala of
All India Central Ground Water Board Employees Association has conducted the
DHARNA programme at its Headquarters
office Bhujal Bhavan, NH-IV, Faridabad on 02-11-2013 against the
Arbitrary, Unilateral and unlawful transfers of staffs of CGWB, Div.II,
Ambala., The Dharna programme has been
inaugurated by Com Hanuman Singh, Meena, Organising Secretary, Joint Council of
Central Government Employees & Workers, Haryana State and the General
Secretary of Residents Welfare
Association, Faridabad, Com. Mahesh Pal Singh, Ex-President of Joint Council
has presided over the Dharna. Com
Sidhraj Singh, President, CPWD, MRM Karmachari Sangatan, Faridabad has extended
his support on behalf of his sangatan.

Executive Committee of Central Headquarters, Faridabad has extended his Branch
full support for Dharna. Many Leaders
from various Central Government offices located at Faridabad has been
participated and condemned the illegitimate transfers made by the officers of
Central Ground Water Board. They raised
loud slogans against the administrative officers and urged to cancel the
transfer orders of staffs of CGWB, Div.II, Ambala atonce. If the officers of Central Ground Water Board
is not cancelled the transfers above, the specified Dharna programme may
continue till their goal achieved/transfer orders are cancelled. The Dharna gathering was also addressed by
Com.N.Somaiah, National Vice President of Confederation of Central Government
Employees & Workers, and Com.K.S.Madhusudhan, Secretary General of All
India Central Ground Water Board Employees Association has assured that the
programme made to continue till transfers cancelled. Com.Manoj Kumar, General Secretary, Branch Committee,
Div.II, Ambala informed the gathering the Dharna programme scheduled for
tomorrow also and he said the progress will be reported to the Central
Executive Committee meeting to be held on 04-12-2013 in which the
representatives debated who are proposed to reach from different parts of the
country. Com.Sadasiv Acharya, from
Bhubaneshwar, Com.P.C.Shukla from Kolkata, Com.N.Kumar from Chennai, Alok Banerjee
from Kolkata and Com.R.K.Mishra from Bhopal reached Bhujal Bhawan to witness
the Dharna programme also spoke to the occasion. Com.Rajender Meena, General Secretary(CC), Branch Committee,
Central Headquarters, Faridabad extend his thanks to those who have reached
from different organizations of Employees situated in Faridabad to extend their
solidarity.
2nd
Day on 03-12-2013
The 2nd day DHARNA was addressed by
Com.K.M.Tripathi, Circle Secretary, Haryana RMS Employees. While addressing he
condemned the Arbitrary transfers of employees of Central Ground Water Board,
Div.II, Ambala and assured of extending any sort of helping hand to the agitating
employees. The Dharna was also addressed
by the representatives of All India CGWB Employees reached from different
states and assured all types co-ordination till such time the unlawful
transfers are cancelled. They are
Com.A.Balasundaram from Chennai, Com.M.Rajan from Bangalore, Com.Gautam Parmar
from Ahmedabad, Com.Meghnath Verma from Raipur, Com.R.P.Tiwari from Nagpur and
Com.Sunil Kumar from Jammu were witnessed and addressed the Dharna.
Com.Hanuman Singh Meena, Organising
Secretary, Joint Council of Central Government Employees & Workers, while
speaking has sent a message to the authorities of CGWB to settle the demands
amicably failing which the functioning of whole CGWB get paralyzed. Com.Surender Gurjar, Vice President of
Central Headquarters Employees, Faridabad, while extending the vote of thanks
stated that 2 days Dharna concluded today and the Extended Central Executive
Committee of All India Central Ground Water Board Employees Association will
meet tomorrow and decide the future course of action. The Dharna was concluded with loud slogans
against the administration.

दिनांक 02-12-2013 , पहला दिन
केंद्रीय भूमि जल बोर्ड, प्रभाग-II, अंबाला के कर्मचारी
की, मनमानी एकतरफा और गैरकानूनी स्थानान्तरण के विरोध में अखिल भारतीय केन्द्रीय भूमि जल बोर्ड कर्मचारी संघ की शाखा
कार्यकारिणी समिति ,प्रभाग –II,अंबाला द्वारा अपने मुख्यालय कार्यालय भूजल भवन ,एनएच-IV,फरीदाबाद मे
आयोजित किया गया । धरना का उद्घाटन संगठन सचिव, केंद्रीय सरकार के कर्मचारी और श्रमिक
का संयुक्त परिषद, हरियाणा राज्य और आरडबल्यूए ,एनएच-IV फरीदाबाद के सचिव कामरेड
हनुमान सिंह मीना द्वारा किया गया
। कॉम. महेश पाल सिंह, संयुक्त परिषद के पूर्व अध्यक्ष धरना की अध्यक्षता की । कॉम
सीधराज सिंह , अध्यक्ष ,
सीपीडब्ल्यूडी, एम आर एम करामचरि
संगठन , फरीदाबाद ने अपने संगठन की ओर समर्थन दिया ।
केंद्रीय मुख्यालय, फरीदाबाद की शाखा कार्यकारिणी
समिति के अध्यक्ष कामरेड नित्यानन्द ने
धरना के लिए अपनी शाखा का पूरा समर्थन दिया ।. फरीदाबाद में स्थित विभिन्न केन्द्रीय सरकार के
कार्यालयों से कई नेताओं ने इसमे भाग लिया और केंद्रीय भूजल बोर्ड के अधिकारियों द्वारा
किए गए नाजायज तबादलों की निंदा की । उन्होंने प्रशासनिक अधिकारियों के खिलाफ नारे लगाए
और केंद्रीय भूमि जल बोर्ड, प्रभाग-II अंबाला के कर्मचारी के स्थानांतरण आदेश को रद्द करने का आग्रह किया। केंद्रीय भूजल बोर्ड
के अधिकारियों द्वारा यदि इस स्थानांतरण रद्द
नहीं किया जाता है तो उनके लक्ष्य / स्थानांतरण आदेश रद्द करने तक यह धरना कार्यक्रम जारी रखा जा सकता हैं।
धरना सभा को केंद्रीय सरकार कर्मचारी एवं श्रमिक महासंघ के राष्ट्रीय उपाध्यक्ष कामरेड
सोमैया ने भी संबोधित किया और अखिल भारतीय केंद्रीय भूजल बोर्ड
कर्मचारी संघ के महासचिव
कामरेड मधुसूदन ने आश्वासन दिया कि यह कार्यक्रम स्थानान्तरण रद्द होने तक जारी रखा
जाएगा । कामरेड मनोज कुमार, सचिव, शाखा समिति, प्रभाग-II, अंबाला ने सूचित किया कि यह धरना कार्यक्रम कल के लिए निर्धारित है और उन्होने कहा कि इसकी प्रगति 04/12 /2013को आयोजित होने वाले केंद्रीय
कार्यकारी समिति की बैठक में रखा जाएगा जिसमे देश के विभिन्न भागो के प्रतिनिधियों
द्वारा चर्चा किया जाएगा । भुवनेश्वर से
काम. सदाशिव आचार्य,कोलकाता से काम. पी सी शुक्ल, आलोक बनर्जी ,चेन्नई से काम. एन. कुमार , भोपाल से आर के मिश्रा इस धारणा मे भाग लिए तथा अपना मत रखा । काम.राजेंद्र मीणा, सचिव (सीसी),
शाखा समिति, केंद्रीय मुख्यालय, फरीदाबाद ने फरीदाबाद स्थित विभिन्न संगठनो से आए कर्मचारिओ का उनके
सहयोग के लिए धनयाबाद दिया ।

दिन धरने को काम. के एम त्रिपाठी, सर्किल सचिव, हरियाणा आरएमएस कर्मचारियों
ने संबोधित किया। उन्होने केंद्रीय भूजल बोर्ड, डी-II, अंबाला के कर्मचारियों
की मनमानी तबादलों की निंदा की और आंदोलनकारी कर्मचारियों की मदद करने के लिए किसी भी प्रकार का सहयोग करने का आश्वासन दिया । धरना को विभिन्न राज्यों से पहुँचे अखिल भारतीय
केंद्रीय भूमि जल बोर्ड के कर्मचारियों के प्रतिनिधियों ने भी संबोधित किया और अवैध
स्थानांतरण रद्द करने तक सभी प्रकार के समन्वय का आश्वासन दिया ।
चेन्नै से काम. ए बालसुंदरम ,बंगलोर से एम राजन , अहमदाबाद से गौतम परमार ,रायपुर से मेघनाथ
वर्मा ,नागपूर से आर पी तिवारी और जम्मू से
सुनील कुमार ने धारणा मे भाग किया और अपना विछर प्रकट किया।

,उपाध्यक्ष कर्मचारी संघ मुख्यालय , फरीदाबाद ने सभी का धन्यवाद किया और
कहा की दूसरे दिन का कार्यकरम समाप्त होता है और कल की केन्द्रीय समिति की बैठक
में लिए गए निर्णय के आधार पर आगे की कारवाई निर्धारित की जाएगी । प्रशासन के खिलाफ नारे के
साथ संपन्न धरना हुआ ।

You are aware that the Central Executive Committee of this Association has notified phased manner agaitational programme for the employees of the Central Ground Water Board, Div.II , Ambala, as 4 individual workshop staff from that office has been transferred unilaterally, arbitrally and unlawfully to elsewhere. The employees of CGWB, Div.II, Ambala alone fighting for cancellation of transfer orders to their co-workers, has injustice caused to them. Being they are in our Association as members, it will also become our utmost duty bound to extend the helping hand to the agitating the employees.

REGARDING UNDUE TRANSFER IN AMBALA
CEC/AMB-II/2013-15 Dated: 01.11.2013
MEMORANDUM
It has been observed that about few undue transfers have been taken place from the Workshop Staff of Central Ground Water Board, Division II, Ambala with malafide intension of authorities while violating the approved transfer norms.
Therefore the following team of Office bearers of Central Executive Committee of the Association are hereby deputed to Ambala in addition to the President with immediate effect to enquire and submit the report to Central Executive Committee.

(i) The team should enquire under what circumstances, the approved Transfer Norms have been violated by the authorities in case of the individuals
(ii) Actual reasons for transfers of Workshop staff at once
(iii) Enquire whether any other action fit to have been initiated instead of transferring three Workshop staff at once
(iv) Whether any mis-conduct is involved in respect of individual transfers
(v) Suggest any action under rule could be initiated instead of transfer
(vi) What type of malafide intention of authorities is involved for proposing their transfers.
(vii) The team also needs to be addressed the emergency General Body meeting of Division II, Ambala
(viii) Over all supervision of Com.Ram Niwas Choudhary, President would be available to the team
(ix) The report should be submitted to CEC immediately on completion of their visit and suggest further consideration
